The HR Frameworks Branch sits within the Ministerial and Parliamentary Services Division (MaPS). The branch provides services and support to Parliamentarians and their Members of Parliament (Staff) Act 1984 (MOP(S) Act) employees. The branch provides support on a range of HR matters pertaining to clients’ employment life cycle, including payroll services, work health and safety, work place rehabilitation and case management support. It is also responsible for the policy development and advice in relation to the employment framework.

ABOUT THE ROLES
APS 5, APS 6, EL1 – HR Case Officer (Several Vacancies)
Finance is seeking Case Officers at the APS 5, APS 6 and EL1 level. As a Case Officer, you will provide accurate, timely and sensitive advice regarding a wide range of employment related issues, including sensitive employment matters, to our clients, MOP(S) Act employees and their employing parliamentarians.
You will work in a fast paced environment and take the lead on providing advice. You will have the opportunity to mentor and develop the team into a strong case management model. You will take a client centric approach and confidently provide case management advice and support on HR related topics including probation, early intervention, workers’ compensation, conflict resolution strategies, managing underperformance, conduct and terminations. You may also be responsible for co-ordinating the activities necessary to manage early intervention, workplace rehabilitation and safe and early return to work (RTW) of MOP(S) Act employees with compensable and non-compensable injuries.
Previous experience in case management and providing HR advice and support in the context of sensitive employment behaviours including performance and inappropriate behaviours and an awareness of trauma-informed principles and practices is a requirement for the role.
Experience and an understanding of employment frameworks (including the WHS Act, SRC Act and Privacy Act) is a requirement for the role. Candidates with formal qualifications in WHS and/or, Case Management and/or Human Resources or accreditation through AHRI will be highly regarded.
At the EL1 level, you will form part of the leadership team and will set clear expectations, manage any performance issues early and provide regular feedback and support and create a high-performance work environment by developing talent and rewarding achievement.
APS 6 – Team Leader, HR Service Delivery (Several Vacancies)
The Team Leader is responsible for ensuring the integrity of the payroll system by maintaining organisational structures, positions and allocations for MOP(S) Act employees. The Team Leader is also responsible for running the fortnightly payroll for MOPS Act employees, performing quality analysis, providing backups and data uploads, performing end-of-year processing and running payment summaries.
You will review and analyse data and information to provide timely, accurate advice in the resolution of complex matters concerning the application of pay and employment conditions. You will also support the timely delivery of pay outcomes to MOP(S) Act employees including the reconciliation of payroll services and integrity checks for the pay run process.
The successful candidate(s) will have demonstrated commitment to manage continuous learning in a busy environment, including the ability to contribute to process improvements. You will have experience in retrieving, analysing and presenting data and information and understanding in the application of employment legislation, enterprise agreements and policies.
Previous payroll and/or workforce planning/reporting experience is a requirement for the role. Familiarity with Commonwealth payroll entitlements (e.g. CSC super, Commonwealth LSL, Government Enterprise Agreements, Comcare etc.) is desirable, and experience using SAP payroll systems and payroll ERP systems will be highly regarded.
EL1 – Assistant Director, HR Service Delivery
As the Assistant Director, Service Delivery you will lead a team which provides payroll, help desk and administrative services to MOP(S) Act staff, deploying skills and resources flexibly to meet changing business requirements. The role monitors team performance standards to ensure service outcomes are met and supports a culture of two-way feedback by showing openness to people and ideas and normalising constructive feedback.
You will monitor workload trends against resourcing and plan well ahead to identify, communicate and manage risks and opportunities. You will build strong and effective working relationships with internal and external stakeholders, including MOP(S) Act employees and parliamentarians. You will ensure MOP(S) Act entitlements are administered in accordance with the employment framework and provide advice on complex matters.
You will set clear expectations, managing any performance issues early and provide regular feedback and support and create a high-performance work environment by developing talent and rewarding achievement.
Previous experience leading a service delivery team will be highly regarded.
EL1 – Assistant Director, Policy Reform
As the Assistant Director, Policy Reform, you will anticipate and identify policy issues, undertake research, analysis and modelling, and consult with stakeholders to develop and implement policies and programs, which are aligned to Government and Department strategic priorities.
You will develop solutions to problems, using internal and external resources and guidelines and best practice and strategically research and critically analyse, drawing out relevant and important information in the context of the broader political environment. You will provide timely and influential advice with a strong focus on delivery of solutions in a continually evolving environment.
Previous experience in providing strategic advice to the executive on policy and/or project delivery will be highly regarded.
